Yep, it sure it. There are many countries where whipping, caning, stoning, are still practiced. Whipping is a form of punishment in many Islamic countries and caning is used in many Asian countries. In the evil West, those are outlawed. Hell, we can't even paddle kids anymore with the cops getting called.
