    I think you must mean the task bar (the blue bar with the Start button). Right click on it and make sure that there isn't a check mark next to 'Lock the Taskbar' - click on it if there is. Point the mouse pointer at a blank section of the taskbar and drag it to the bottom of the screen by holding the left mouse button down. Check 'Lock the Taskbar' again so it can't be accidentally moved or re-sized.
