  • Right click it, hit Properties and then Unclick auto hide.
  • When it's up right click and select lock taskbar.
  • Right click a blank area of the Taskbar (the blue bar) and select Properties from the menu that appears. Make sure the Taskbar tab is selected in the dialog box that pops up and clear the check mark next to where it says, "Auto-hide the taskbar" and click OK. I prefer it the way you have it because it gives more screen space to programs and you only have to move the mouse pointer to the bottom of the Window to get it to appear.
  • Right click on the bar, choose properties and uncheck auto hide the taskbar
