it really depends upon where they are going, a plant will grow best according to the environment and thus look better

I've never been a fan of palms, no pun intended. They just aren't very approachable or usable like for shade, food or shelter for birds and other animals. Shrubs can be beauatiful, they can have flowers, fruit, be a windbreak, different colored foliage.

I have some of each and some trees and flowers, but I'll never plant another palm tree - from personal experience I can tell you that they can cause absolute havoc with underground water pipes.

scrubs. Palms grow too tall and would appear to be out of proportion with the rest of your garden.

I think for my own space I would prefer shrubs. In a public space, I like palms.

Depends on the Landscape. one works one place and the other one works in others the wildcard being Arid or Meditrainian.
