Mitsubishi Eclipse

Headlights on my Mitsubishi Galant dont turn on with the light switch. I checked the relay and the fuses but to non r blown out. The only way the lights turn on is if i put a metal relay from one fuse hole to another, also the horn went out any ideas?

I have a 2000 mitsubishi eclipse 3.0 v6 and it takes me 5 seconds holding down the key and finally it starts, but when i turn it off and turn it on again, it turns o just fine! what could it be!!!!!!!! i cant afford a new ride
