What stores sell is cedar "chips". These are usually washed and dust free and are not harmful to pets, anymore than a cedar chest is harmful to you if you put blankets in one. Any wood can cause problems when machined to produce a fine dust. Inhalation of the dust, which lodges extremely fine particles in the lungs, is the problem, not necessarily the type of wood. Cedar tends to cause a few more problems because of it's oils, but isn't generally harmful unless inhaled as a dust.
