Maybe you mean contributing to the delinquency of minors by providing alcohol. The definition is just that--the kid is under age and you provide them with alcohol. In the end, big trouble for everyone involved.

If it was a ticket it was probably written as contributing/alcohol to minors. This is short for contributing to the delinquincy of a minor and providing alcohol to a minor.

I think you mean "Distributing alcohol to a minor". The other term that sounds the same is "Contributing to the delinquency of a minor". Both are pretty self-explanatory.

Can't say anything without knowing the authorities that issued the citation. Laws vary from country to country, state to state, province to province, county to county, city to city, etc. So, whether the citation was written by Iowa State police, or the Royal Canadian Mounted Police, the definitions and ramifications will be vastly different.
