I think the original design of DC in the beginning was to give the impression that the legislative branch had a clear view of the entire country to the west. Of course they weren't building high rises back then. I think I heard that on TV.

the building hight restriction in washington is because they do not want the historical structures over shadowed by modern skyscrapers.

The reason is that the skyline was not to be marred and they wanted you to be able to view the capitol building from anywhere in the city.

No building in Washington is supposed to rise higher than the Statue of Freedom on top of the Capitol.

the restriction is that no building can be high than the street or avenue it fronts PLUS 20'. The purpose is to ensure no building is higher than the Washington Monument or Capitol. :) Highrise buildings are built on the Virginia side of the Potomac...mostly in Ballston.
