I am not familiar with Joan D. Vinge, but I have heard of that proverb before, but as I have come to know it, the original quote is; "In the land of the blind, the man with one eye is King". This is a proverb of perspective and is subject to various interpretations. But I believe it to be descriptive of one open mind compared to that of a majority of closed minds.
