if the car cant pass a critical safety inspection it shouldn't be driven on the road. Mine does always have something wrong with it ,it uses too much fuel. The person saying this to you probably doesn't want to give you a ride.

Well...the problem is, once you've purchased a vehicle and discovered that it always has something wrong with it, if you aren't well-paid in your job, it can be a struggle to repair the car to a condition that makes it re-sale-able. * But eventually the owner should realize that they are "throwing good money after bad", sell the car at a loss and buy a more reliable brand and model of car.
