Looks like apartments, not great either judging by the reviews. In world war 1 the land they are on was segregated with white police and black soldiers sent into the area, the soldiers were subject to a lot of racial hatred, bullying, and beatings from cops, as a result the soldiers went on revote one night, where both white police officers and civilians were killed, hence the world memorial in line with the area.
