Because you let them get away with it and apparently keep going there and giving them money for bad service. Its much cheaper and faster to eat at home or take a meal with you. I think you should work there for a month so people can criticize and yell at you. You'll learn fast enough why some "service" providers just don't give a rip anymore!!
