Macaroons are usually referred to as cookies here in the States, making them biscuits in GB, as I understand it? Whatever...I like 'em, especially the ones we used to buy on the boardwalk in old Atlantic City...and bring 'em (and salt water taffy) home as gifts to neighbors! :-)

Both, in scotland its a biscuit, in the US its a cookie/cake.
