    Usually for something to be "open" it means it hasnt been decided or is otherwise carved in wax. It makes sense that all parole dates should be open... because they should be based on the prisoners progress in rehabilitation and their general performance in prison. That can change on a dime. I suppose a closed parole date would be the date you were originally scheduled for release. So, be good, you will be out sooner or later.
