    Medicaid eligibility is based primarily on financial need and is administered on a state-by-state basis. Services must be obtained from Medicaid enrolled healthcare providers. Medicare is not based on financial need, but is generally linked to receipt of Social Security benefits based on being age 65 or older or having a disability.
