Tj, there are many components in the steering system that could allow movement or "free play". here is a link that may help you determine the source of the free play in your front end. http://www.totalcontrolproducts.com/faq.html#Play Edit: Keep in mind TJ you may be able to adjust some of the free play out of the rack and pinion.

If you can move the tie rods by hand and feel the movement or popping sound, they need to be replaced. Ball joints can handle approx. 250 thousands of an inch before they need replaceing. and remember, if you replace and suspension part, have the alignmemt checked for safe driving and good tire wear. Also on this truck, keep your tire pressure at 32 PSI.
