Develop? I have built many homes with what I would consider to be "sound proof" bathrooms. Sound insulating technology has been around for a long time, and is used quite extensively in high end homes. Price tends to be the main reason why most people don't use it.

With kids I think not but I can see how it could be a good thing if your bathroom is off the living area.
