There are rules for the use of ellipsis, whether it's the beginning, middle or end of a sentence. They represent the omission a thought. They can be over used.

They defined an ellipsis to be a figure of speech where a word was used twice but spoken only once. For example "I am taller than you" is an ellipsis because what I mean is "I am taller than you are tall." Nowadays we use three dots to indicate that we are not even going to say it once.
