Because of the dead flakeing skin around them as they heal. The itch is the body's way of getting you to remove this dead skin to speed the healing process.

Like all itches, it is caused by irritation under (or on) the skin. As new nerves, blood vessels and skin is being made in a concetrated area, this will cause irritation. It's actually better for the healing process if you have the will-power NOT to scratch them until the visible scab has flaked off naturally.
