In the US, it's tort law, not criminal law. If you don't pay child support, you can be arrested, but that's not a contract/loan. The other party can take you to court and get a judgment against you, but they can't do more than garnish your wages. The days of debtors prisons are gone in the United States... unless you cheat on your taxes, which is a felony.
