    If you want to create a link to a document or file located elsewhere on your hard drive, just right-click the item and then "Send To >> Desktop (create short-cut)" If you're trying to physically create a new icon picture for a particular folder, right-click on that folder, select "Properties, Customize, then Choose Picture" or you can change the appearance of all general folders by selecting "Change Icon..." instead of "Choose Picture"
