Could one argue that parental discipline constitutes mental/emotional abuse in certain cases? At what point does punishment (ignoring physical punishment for this question) become abuse?

Nope, in fact not discipline your child is a form of neglect and abuse as well as not doing your parental duty. The only time this argument could be made is if the "discilpline" does not fit the child's act or is done only to humiliate or cause mental pain.

Depends what you mean by "certain cases" In the case of serial killers, they tend to be subject to extreme abuse by their parents. But pedophiles and psychopaths too suffer parental abuse, but do not go on to kill. Abuse of the child does not fundamentally change the nature of the child.
