It depends on how much they are expected to invest into the plan. For example, it is considered quite impolite to cancel a plan to meet with someone after they would reasonably be expected to have left to be on their way to the place where you are meeting. Other considerations would be if someone already would have reasonably be expected to have bought tickets or made other preparations.
