What does it mean when a company is "almost hiring?"
I can't see how there is any grey area in between hiring and not hiring.

Usually it means that the company is about to open and is getting ready to hire. Probably: interested parties can apply early, before hiring actually begins.

Never heard of that before, but bible guy's answer seems reasonable. But if a company is "almost hiring" I'd stop at the "almost applying" point. Just sounds a little wishy-washy to me. I like leaders who can make decisions and follow a plan, ie we will be taking applications on such and such days.
