When I lived in Detroit, two of my neighbours were shot by the police. Neither of them had committed any felonies. One was pulled over for speeding and thought he'd be a smartass and just drive away when the cop got out of his cruiser. The cop fired several shots and struck my neighbour once in the back of the head, killing him instantly. He wasn't even 20 years old. My other neighbour was a single woman in her early 30's and was shot inside of her home by a police officer, and the details of the incident were never released, but the police merely said that there was an unfortunate misunderstanding. So, I don't know. It's probably not a 10% chance or anything like that, but it sure as hell is a higher chance than it ought to be.
