It's already out of control. Kim Jong-Il is freaking nuts. He's a spoiled child that half his country follows blindly and the other half is afraid to speak up. China might be able to put pressure on them for some minor issues, but their military build-up is not going to stop. I believe he's one of those leaders who has no regard for his people.
