No,The World would still have Disease,Natural Disasters,Fights over Religion etc etc. War is just one of many problems that plaque the World today

yes ... then men like Genghis Khan, Attilla the Hun, Hitler, Stalin, and Amin would be free to spread their "perfection" to everybody, whether they wanted it or not

No I don't agree. Even if there was no wars, there would still be much conflict. There are other ways of fighting and harming people besides a war.
