If you are referring to the small string of missions in which both The Truth and Officer Tenpenny are shown, then I believe Tenpenny is convinced into smoking the bong so that The Truth can get some information out of him. I'm a little unclear on this though.

Tenpenny is a currupt cop and is easily tricked into smoking a bong by 'The Truth' in order to get information out of him, Tenpenny being high was more than happy to tell the truth what he wanted to hear, you will find this out later in the game.
