Just listen to how President Obama talks when he is out to get his way, such as "the time for debate is over". This unyielding, uncompromising, my-way-or-the-highway mannerism is left over from his days as a community agitator. Community agitators tend to sound confrontational before business and government authorities. The veiled threat is that they have the power to bring meritless and distracting discrimination suits or to take crowd-based measures including inciting riots, so they always get paid off. The problem for the community agitators is that the normally complacent people are pushing back. For the first time in living memory, ordinary people who work and have more pressing things to do are showing up at protest gatherings.

You have seen it in the movies, this thug +3 husky friends comes into a store and ask the shopkeeper to take out insurance, saying their boss will protect the shop from vandals and arsonists if he pay. As one gives the sales pitch the others move around commenting on how flammable the store is, and how easy to vandalize it is. It is quite clear (but unsaid) that these are the vandals and arsonists who will destroy the shop if the shopkeeper do not give them his money.
