Because Pooh, as well as all the other animals at Pooh corner are stuffed animals, meaning that they talk and write as part of Christopher Robin's complex psychotic delusion (or what parents call "imagination"). The animals would, therefore, spell and talk the way you Chris-Rob spells and talks, or the way he thinks they would spell and talk.

Because he's an ignorant bear who dropped out of high school at 15 and then worked for the railroads for a few years until he developed a Hunny addiction (which is actually slang for GOOED METH) That's why he has such a high voice and always a bit loopy.
