I bought new tires for my 2003 Toyota 4 Runner. They balanced the tires, did an alignment, replaced the rear struts. Why is my steering wheel shaking now? They checked and made modifications for excessive road force, but it's still shaking.

As a mech. for 40+ yrs.: if 'shaking' only when brakes are applied, it's 'out-of-round' brake components (probably rotors); if while moving without applying brakes, is tire(s) imbalanced (especially at 40-60 mph) or faulty tire(s).
