• "Recycling" in general is a very costly process with very little tangible benefit. Perhaps your service provider is unwilling to bear the expense for very little perceived value. I don't know, why not ask THEM?
  • Emergency calls? If they can afford the cellphone service in the first place, they can get one of those lovely free phones the companies always offer. If it really is an emergency, they can just ask to use someone else's phone.
