At the end of 2003 the USA was the country with the highest prison population with over 2 million of its citizens behind bars. This equates to 701 prisoners per 100,000 citizens. Technically, though, this is second to Rwanda, where over 100,000 were arrested and held over suspicion of their participation in the 1994 genocide. So Rwanda is the world leader in terms of percentage of population in jail, with an astonishing 1382 jailbirds per 100,000 citizens. The UK, not to be outdone, has the highest relative prison population in Europe, with 141 ne'er-do-wells in the slammer for every 100,000 law-abiding citizens. http://www.homeoffice.gov.uk/rds/pdfs2/r234.pdf http://www.wordiq.com/definition/Jail http://www.workers.org/ww/2004/repress0805.php Edit: Thanks to Red John for the correction.
