THere is too much to discuss for here I am afraid. Nobody agrees fully on the definition of scientific method. I would suggest looking up the philosophy of science on the web and would suggest the keywords: Popper (philosopher) Kuhn (historian and philosopher of science) Post Modernism and Constructivism The Science Wars (the Sokal affair in particular) Logical Positivism and if you're feeling really brave: Wittgenstein. For example Popper claimed (OK not quite but in really simple terms) a scientific theory should be falsifiable (hypothesis, empiricism (evidence), theory) wheras Kuhn claimed science progressed more by what are called paradigm shifts. A huge area of study and one I heartly recommend. But there is no definitive answer. Yet.

There's a textbook answer. But the main idea is to 1) specify the question 2) set up a valid test to answer the question 3) determine how the results will impact the answer 4) go forward with the answer, based on the results, no matter your own suppositions.
