Would you consider 100 AMP electrical service undersized for a 1300 sq ft townehouse? Is there some sort of compliance code for amp service? I realize today most homes carry a minimum 100 A service.

That is about average. You should not need any more then that today. If you are upgrading going for the 200 amp is just extra insurance that you will have enough for you new electric car or what ever.
