It started in Latin, pretty all the scribes were clerics, and German hardly a written language at all. The Golden Bull of 1356 was written in Latin: http://de.wikipedia.org/wiki/Bild:Goldene_Bulle_Handschrift.jpg However, the Holy Roman Empire of German Nation lasted until 1806!! Its very last official document the (wait for it...) Reichsdeputationshauptschluss( http://en.wikipedia.org/wiki/Reichsdeputationshauptschluss ) is in German. Can't tell when they switched.
