Setting a pick is an offensive move. It's when someone dribbling the ball, most likely the point guard, calls for one of his big men to come up to act as a wall between him and his defender. The defender will collide with the pick (wall) allowing the point guard to get open for a moment's notice.

Although this is true, a pick definitely does not have to be set on the person dribbling the ball. Most of the time it is two players without the ball trying to get open.
