Therefore, an External Revenue Service (ERS) would be tasked with collecting taxes from people and companies outside of the US. Since the US has no jurisdiction over such people, there is no point to such a service. The closest thing that we have to an ERS would be Customs and Border Protection. One of their responsibilities is to collect the appropriate duties and tariffs on items being brought into the country from other nations.
