That has to with people making it to be the case in their statement or being eager to know about something. For example: "So let me get this straight."

I think its a Hollywood thing, to make it sound like they are in a continuing conversation but they really aren't.

So, I don't think it's just smart people who do that. Anyway, I know a guy who does the opposite. He'll end a conversation by just saying "So...." then walk away. It is very confusing for people who don't know him.
