Yes, of course. The REAL-WORLD IMPLEMENTATION of a logistical system typically requires some sort of (real-world) inventory. But logistics ITSELF does not require inventory...any more than does mathematics require that numbers of actual things exist or statistics require that actual populations of things exist.
