I don't know. But, I do know this- there is a longstanding joke between my coworkers and I about drug seekers/ addicts using Walmart pharmacies. We've noticed a trend

Tit for tat. Walmart sued them first. The ultimate responsibility lies with the user. Manipulation of the product by the suppliers is unhealthy for the users and their business. But ultimately the users make the choice, unless they're actually drugged against their will.
