Because Trump doesn't know how to be a president. He's never been in politics. All he knows is how to open his mouth and flap his lips expecting people to listen because he's the boss with the power to fire. He rarely does what his advisors tell him.

Who cares? Nobody cared when Obama congratulated him in 2012, even after the same warnings, did they? You can be at odds with someone and still show respect to the office.
