I would point out that beauty is in the eye of the beholder and their are many different kinds of it. This is very general but women and only because we more take care of our appearance. But any man or woman in good health and active is attractive. Its when they let themselves go with restaurant and junk food and industrial food, sweets and alcohol and drugs, gluttony etc. that they start losing their attractiveness.

I think both can be and are. For example, when I saw Michelangelo's David in Florence, I thought he truly love his subject and I saw David as beautiful. This was also true when I look at Da Vinci's Mona Lisa.
