  • If the earth were completely flat no. If it were flatish (I don't know if that's a word, but you get it) and there were still hills/mountains, etc and the "disk" world were spinning, centrifugal force would force the water from the center out, so potentially yes, as long as there was a way for water to cycle back to the center point.
