i think car paint would do, spray the wheels to add fun colors to rubber :D

Probably car paint. If you can get your hands on a paint sprayer, you should get some nice results. Paint sprayers can be rented. I would definitely take the parts off that you intend to paint and lay them out on newspapers or a drop cloth. And of course, paint in a well ventilated area with minimal dust.

i love to paint old bikes i always use enamel spray cans one coat of primer and two of the select color coats then i spray paint them with two last coats of this clear gloss that hardens to a shiny nearly undamageable finish
