No. Matter carrying no electrical charge, like neutrons and neutrinos, is not affected by electrical or magnetic fields. However, all matter is affected visibly (if you measure carefully enough) by a gravitational field. There is a small amount of remaining doubt if anti-matter is equally affected by gravitational fields, but the current theory is that anti-matter is equally affected by gravitational fields.
