Human bodies will float to the surface. When decomposition occurs, gasses will accumulate internally and the body will float to the top unless weighed down.

Strange because fish have less body fat than humans. You'd think they would sink more often than humans.

just a guess but humans try to float to the top to survive and fish try to submerge to do so.

Humans will float, too, eventually. Humans may float or sink, initially, depending of body fat percentage. But eventually, if the body of the fish or human aren't eaten quickly, decomposition caused by bacteria produced gases within the body, which will cause it to float. Unless you're too deep in the ocean...but that's another topic!
