Is Victor Frankenstein responsible for the neglect of the monster, because in the book the monster is the one who ran away.

Technically, yes. He created the monster, who can be viewed in the same manner as a pet I suppose. He is responsible for allowing it to get away and is responsible for all harm the monster causes. He should have anticipated the possibility that the monster might escape and do monster type things and therefore should have taken appropriate precautions.
