  • I've usually heard it called a "mechanic's lien" -- basically it's a legal encumbrance of a property which is registered with the county recorder that says some form of "hey, I fixed this dude's roof and he refused to pay". The matter shows up when the property is in escrow for sale, interfering with the close: you can't sell the property until the lien is removed (typically by paying the lienholder).
