Always up whatever the skirt length. As an older lady I wear a slip under my skirt so dropping my skirt would still leave me with a slip to pull up, so I gather my skirt from the back, lift it and take down the necessary.

Down...so that the hose and the panties and the skirt are together....otherwise you have this big bunch of skirt around your waist and a bunch of underwear around your ankles...awkward!!

Would actually depend on the clothes you were wearing. I was taught as a child to raise my skirt when using he bathroom and to keep it well pulled down when not. To give an answer: I always pull it up. As a woman getting on in years I am a little old fashioned and wear a full slip, therefore there would be no point in dropping my skirt then lifting my slip.Must admit that it"s a lot of trouble straightening both afterwards. In a dirty toilet situation I lift and gather skirt and slip then struggle to get panties down before the skirt falls but we women manage don"t we. So the answer is: Pull it up.
